Are these symptoms of a sinusitis?

From time to time I get a pain under my eyebrow. When I look up to the ceiling it hurts, when I move my eyes on the upper side especially. Sometimes I have nasal congestion (on one side) and tend to sleep with my mouth open which causes me to have a sore throat. Are these symptoms of a sinusitis or anything related to that?
